The article is devoted to the issues of execution of legislation on administrative procedures, problems of judicial control, pre-trial appeal. The author notes the need to bring the reform of administrative procedures to a result and the key role of administrative justice in the implementation of the Law “On Administrative Procedures", in the development of the system of  administrative  appeal  within  the  framework 
of administrative justice.

The article presents the content and essence of the reform of gradual decentralization of public administration in our country, as well as various scientific approaches to administrative decentralization, which imply the transfer of powers of public administration bodies to local public authorities, from regional to district (city) public authorities. Moreover, the article shows the necessity and legal basis for the separation of powers between central and local public administration bodies in the process of democratization of public administration. On the basis of the experience of the Republic of Uzbekistan and the United States of America the limits of powers of central and local self-government bodies are analyzed and proposals for the effective organization of the activities of local government bodies are developed.

 As our leader of country has often stated, "the effectiveness and efficiency of each state body, each state official are measured by life satisfaction of population", and the system of public policy and administration are fully infused with this criterion. Ensuring the prosperity of mahallas and the well-being of the people has been becoming the main indicator of the effective public administration system. The concept of "Effective state" requires civil servants to be open to innovation, to use new ideas and opportunities in the public administration system, and to learn from advanced countries and our own experience.

The issue of improving local self-government is at the center of the reforms being implemented in our country today. Therefore, this article analyzes today's priorities for improving the activities of local representative bodies, opinions, conclusions and proposals of scientists who have conducted scientific research in this area. The article also contains the author's conclusions and proposals for improving the activities of local representative bodies.

The article discusses the participation of the Oliy Majlis of the Republic of Uzbekistan in the formation of state power, its essence and importance, people's governance, its legal foundations and issues of its further improvement.

The article discusses the mutual relations of the chambers of the Oliy Majlis of the Republic of Uzbekistan, cooperation in law-making and parliamentary control, the development of its legal foundations, the nature of the work of the agreement commission between the chambers on the basis of equality, as well as the further improvement of their legal foundations.

The article aims to research the issues that are being implemented and should be implemented in order to improve the efficiency of local government bodies. The importance of the provisions aimed at ensuring the independence of local state power in the new version of the Constitution of the Republic of Uzbekistan, the essence of the Presidential Decree aimed at implementing the norms of the Constitution have been analyzed. As a result of the research, proposals and recommendations have been developed  to  improve  the  activities  of  local  state 
authorities.

By carrying out a comparative-political and legal analysis of the documents adopted by local councils, in this article are discussed about the unique aspects and important features of these documents, and the normative and individual ones adopted by local councils. Proposals for national legislation regarding decisions and orders and their basis are debated in detail.
